We have been engaged in all aspects of work we originally
considered an Accountable Officer would require. We have
investigated concerns (outside of the police remit),
carried out inspections using our experience, witnessed
destructions,
and monitored the ‘pilot’ for the Controlled Drug Record
Card – mentioned below, where we are now part of the
Department of Health working group.

News Update – dated 1st of December 2008
Ray Humphreys from the ‘Bureau’ who assisted with the ‘pilot’
in THPCT of the Controlled Drug Record Card has accepted
an invitation to be part of the Department of Health
working group to decide on whether it will be implemented
into legislation.
FYI - within the Shipman Report and the NPC Guidelines
it mentions a PDRC – for the transference of CD’s when
dispensed to the patient. The PDRC name has been changed
to the CDRC and it is this document which hopes to fill
that gap, there is no doubt it is needed. In 2007 a ‘pilot’
was commissioned by the DH in 12 PCT area’s. It would
be fair to say the ‘pilot’ did have a mixed reception.
The
first discussions on the subject by the working group
are scheduled for December 2008.
Information
The Health Act of 2006 received Royal Assent in
July 2006. It creates new challenges for everyone – Primary
Care Trusts, Police, General Medical Council, Royal Pharmaceutical
Society of Great Britain, Healthcare Commission and other
Healthcare Agencies in the United Kingdom.

2006 3148 - The Controlled Drugs (Supervision of
Management and Use) Regulations of 2006 made the Health Act of 2006
effective from the 1st of January 2007.
Notes:
the Act gives a ‘criminal liability’ for person(s) failing
to comply with powers granted to those involved in the
monitoring of Controlled Duty and a ‘civil liability’
for PCT’s , NHS Trust etc and person(s) engaged to fail
to implement the Health Act of 2006.
Destruction of Controlled Drugs - police will NOT be providing
this service or should NOT be doing so. It will be the
responsibility of the Accountable Officer and his staff.
